Scope of Certification

ISO 21448:2022 Road vehicles-Expected functional safety relates to potentially hazardous behaviour caused by performance limitations of electronic systems, electrical systems or their intended functions. This is different from functional safety in the event of a system failure, which is covered in the ISO 26262 series. Adopting ISO 21448 has many benefits for manufacturers, including increasing automotive product safety, building trust with customers, and reducing the risk of recalls due to performance issues. Today, SOTIF has become a key aspect of vehicle regulatory acceptance. Therefore, ISO 21448 has the potential to be referenced by the UNECE WP29 regulation, which will make compliance with this standard a means of obtaining vehicle type approval.


ISO 21448 applies to the intended function of one or more electrical and electronic systems and is installed on road vehicles produced in series. It is also the first international standard for the expected functional safety (SOTIF) of electrical and electronic systems in road vehicles (rather than safety problems caused by system failures).


The standard addresses new safety challenges arising from increasing vehicle automation and provides guidance for the applicable design, verification and validation measures required to achieve SOTIF.


ISO 21448 can be used for automotive manufacturers, primary suppliers (e. g., electrical and electronic equipment that provides vehicle connectivity, safety, and driving functions), secondary suppliers (e. g., that provide processing chips, CAN bus devices, and sensor devices), safety consultants, and certification bodies, among others.
