Scope of Certification

Certification Scheme

1. The application organization shall not be included in the relevant directory of the subject of serious breach of trust in the national credit information, and shall establish a documented quality management system that meets the requirements of the standard. Internal audit and management review shall be completed before applying for certification, and the quality management system shall be effectively and fully operated for more than three months;

According to the requirements of the CNAS-CC01 Conformity Assessment Management System Audit Certification Body (ISO/IEC17021-1), the ISO9001(GB/T19001) certification audit consists of the first stage audit and the second stage audit. Under normal circumstances, the first phase of the audit activities should be carried out in the place of the application for certification organization. If the first phase of on-site audit is not arranged, sufficient reasons should be given.

2. The objectives of the Phase I audit include:

a. Review the management system documents of the applicant organization;

b. Evaluatbe the specific conditions of the applicant organization's operating premises and site, and discuss with the applicant personnel to determine the preparation of the second phase of the audit;

c. Review the applicant organization's understanding and implementation of the requirements of the standard, especially the identification of key performance or important factors, processes, objectives and operations of the management system;

d. To collect the necessary information on the scope, process and site of the management system of the applicant organization, as well as the relevant legal and regulatory requirements and compliance;

e. Review the allocation of resources required for the phase II audit and agree with the applicant organizations on the details of the phase II audit;

f. Fully understand the management system and site operation of the applicant organization in combination with possible important factors, so as to provide points of concern for planning the second stage audit;

g. Evaluate whether the applicant organization has planned and implemented internal audit and management review, and whether the implementation degree of the management system can prove that the applicant organization is ready for the second stage audit.

3. The applicant organization shall provide Shanghai Zhonghao Certification Co., Ltd. with sufficient information on the operation of the quality management system, such:

a. For multiple sites, the certification scope, address and personnel distribution of each site shall be explained, and Shanghai Zhonghao Certification Co., Ltd. will audit multiple sites by sampling;

b. Interfaces of services or activities not fully included in the scope of the quality management system certification (e. g., occurring at the same site) should be described in the quality management system to be certified;

c. When deciding the coverage of certification, the scope of the organization's production or business license and the corresponding qualification certificate shall be considered;

d.ISO9001(GB/T19001) allows the deletion of quality management system requirements, but the reasons for the deletion must be clear. Only when the nature of the product, customers or applicable regulatory requirements are not suitable for the system requirements can the deletion be made. If the allowable deletion scope is exceeded, including the organization cannot claim to meet the requirements of ISO9001(GB/T19001) due to the impact on meeting customer requirements;

4.ISO9001(GB/T19001) audit is a compliance verification activity that collects objective evidence. In order to make the audit proceed smoothly, the organization shall make necessary arrangements for Shanghai Zhonghao Certification Co., Ltd. to carry out initial certification audit, follow-up audit, supervision audit, re-certification audit, special audit and complaint resolution, including document audit, on-site audit, access to relevant records and visitors, etc.

5. After obtaining the certificate, the organization shall comply with the relevant requirements of Shanghai Zhonghao Certification Co., Ltd., and shall only declare the scope of the approved certification during publicity, and comply with the relevant certification certificate and certification mark use regulations of Shanghai Zhonghao Certification Co., Ltd.; Shanghai Zhonghao Certification Co., Ltd. will review the use of certification certificates and marks during supervision and audit;

6. When the organization's quality management system changes, or there are major changes that affect the compliance of the quality management system, Shanghai Zhonghao Certification Co., Ltd. should be notified in a timely manner; Shanghai Zhonghao Certification Co., Ltd. will conduct supervision and audit, replacement audit or re-certification audit to maintain the validity of the certificate;

7. The organization shall provide Shanghai Zhonghao Certification Co., Ltd. with records of information communication and complaints with interested parties, as well as records of corrective actions taken.

8. Enterprises required to apply for the certification of engineering construction quality management system:

a. Establish and operate the construction quality management system according to the requirements of GB/T19001 Quality Management System Requirements and GB/T50430 Quality Management Code for Engineering Construction Enterprises, and have implemented internal audit and management review covering all procedures;

b. Accept the witness review of CNAS and provide necessary support when required.
